Level 3 Diploma for Residential Childcare: who needs it, by when, and how to fund it

Every care worker in a children's home needs it. Most homes have someone close to the deadline. Here's what the regulations say, what inspectors check, and the cheapest way to get your team qualified.

The short version

  • Staff in a care role in a children's home in England must hold the Level 3 Diploma for Residential Childcare, or equivalent, within 2 years of starting.
  • Registered managers need the Level 5 Diploma in Leadership and Management for Residential Childcare, or equivalent, within 3 years.
  • It's Regulation 32 (staff) and Regulation 28 (managers) of the Children's Homes (England) Regulations 2015.
  • One funded route: the Level 4 Children, Young People and Families Practitioner apprenticeship. Some providers deliver it with the Level 3 Diploma included.
  • Non-levy employers pay £0 for apprentices under 25 and 5% for 25+.

The rule

It's short. Under Regulation 32 of the Children's Homes (England) Regulations 2015, staff in a care role must hold the Level 3 Diploma for Residential Childcare, or a qualification the registered person judges to be equivalent.

New staff have two years from starting a care role to get it.

That clock is easy to lose track of. Recruitment is hard, people move between homes, and suddenly half the rota is at month 20.

What managers need

Under Regulation 28, a registered manager needs the Level 5 Diploma in Leadership and Management for Residential Childcare, or equivalent, within three years of starting as manager. They also need at least two years' relevant experience in the last five, including one year supervising staff.

Deadlines can be extended for a break in work or part-time hours. Write down the reason if you rely on that.

What inspectors look at

Inspectors look at whether staff are qualified, or on track, and whether training actually changes practice. A spreadsheet with start dates and deadlines goes a long way. So does being able to say who's on which course, and when they finish.

The detail is in the GOV.UK guide to the Children's Homes Regulations and quality standards.

The routes to qualify

1. The diploma on its own

Delivered by a training provider alongside the job. Usually the quickest route. You pay unless your staff member qualifies for other funding, so ask your provider.

2. An apprenticeship

The Children, Young People and Families Practitioner apprenticeship is Level 4, typically 24 months, with a maximum funding band of £6,000. Some providers deliver the residential pathway with the Level 3 Diploma for Residential Childcare built in. Check that before you sign.

Existing staff can do it. They keep their job and pay. They just need to be learning substantial new skills. Our guide to apprenticeships for existing employees covers the rules.

Levy-paying groups use their levy. See our Growth and Skills Levy guide.

A simple plan for your home

  1. List every care role. Name, start date, qualification held, deadline.
  2. Colour the deadlines. Red for under six months. Amber for under a year.
  3. Start the reds now. A diploma takes months, not weeks.
  4. Put new starters on a route in their first three months. Not month 18.
  5. Review it monthly. Bring it to your Regulation 44 visits.

And the paperwork?

Training records, Reg 44 prep and supervision notes eat a manager's week. AI can draft some of it, safely, if nobody pastes in personal data. Our guide to using AI safely in a care home explains where the line is.

Quick answers

Do children's home staff need a Level 3 qualification?

Yes. Under Regulation 32 of the Children's Homes (England) Regulations 2015, staff in a care role must hold the Level 3 Diploma for Residential Childcare, or an equivalent qualification, within two years of starting in a care role.

What qualification does a children's home manager need?

The Level 5 Diploma in Leadership and Management for Residential Childcare, or an equivalent, within three years of starting as registered manager, under Regulation 28.

Can the deadline for the Level 3 Diploma be extended?

The regulations allow the deadline to be deferred where a staff member has a break from working in a children's home or works part-time. Record the reason.

Is there an apprenticeship for residential childcare?

Yes. The Level 4 Children, Young People and Families Practitioner apprenticeship has a residential pathway, typically lasts 24 months and has a £6,000 funding band. Some providers include the Level 3 Diploma for Residential Childcare.

How much does a residential childcare apprenticeship cost a children's home?

For employers that don't pay the levy, nothing for apprentices aged 16 to 24, and 5% of the funding band for those 25 and over. On the £6,000 band that's £300.
